Most of what is funded as public housing, by issuing municipal bonds, is actually an end-run around the Duval Housing Authority in order to benefits private investors rather than households.

We should insist that housing bonds only back loans to the Housing Authority. The one exception would be alternatives that explicitly offer a clear, innovative, solution. For example, social impact investing designed to qualify households for home ownership could be eligible for public bonds.
